Joy Arnold Russell

Senior Vice President, Community Impact

Ms. Russell joined United Way of the National Capital Area in April 2010. She currently serves as the Senior Vice President of Community Impact. Ms. Russell brings an exemplary track record in government affairs, public relations, community affairs, business development and strategic consultation to United Way NCA. 

Prior to joining United Way NCA, Ms. Russell held executive level positions as a Strategic Business Consultant at Bundy Development Corporation, Vice President for Strategic and Corporate Affairs at the National Capital Revitalization Corporation (NCRC), and served as Deputy Chief of Staff for Community Affairs to the Mayor of Washington D.C. 

At NCRC she led the external affairs efforts of the economic development organization: legislative agenda, community engagement, marketing and communications, and strategic partnerships. As the youngest member of the Mayor's Cabinet, she served as the Executive's legislative advocate for varied special constituencies, managed the vetting and appointments to Mayoral Boards and Commissions, and was responsible for coordinating public outreach and access opportunities for the Mayor.

Ms. Russell has volunteered for various boards. Some of these appointments include, but are not limited to the D.C. Commission on Women's Issues, the Mayor's Task Force on Local Business, DC Economic Partnership, and Board of Directors for the Center for Entrepreneurship at Southeastern University. Her degrees include Bachelor of Science, Political Science and Bachelor of Science, Public Administration from James Madison University and University of Maryland School of Law, J.D. Ms. Russell and her family reside in Washington D.C.
